Ok I have applied the workaround by adding the following:

Code: [Select]
<meta http-equiv="X-UA-Compatible" content="IE=EmulateIE7" />

Ok now I am typing and this is working much better.  Let's see if this workaround also lets it show the Glow text:

Ok, that does automatically fix the scrolling, jumping focus problem for IE8 but the Glow text does not work. Going to take that fix out and manually set IE8 to Compatiblity Viewing which this fix causes to grey out.

Ok now I am Compatibility Mode ( Tools -> Compatibility Viewing ) and the scrolling, jumping, focus problem is gone and the glow text shows.  So, everyone with IE8 needs to turn on Compatibility Viewing for this site.  Easiest thing to do.
